meaning the key won't turn, or the starter won't engage?

Thats the collar, its a mechanical interlock.

The P/N switch is on the column, under the dash.

I have not had to fix one myself, but it sounds like thats the problem.

Does P/N mean Park/neutral ?
Are you saying I need to replace this switch?
Is there a way to bypass or test the switch before I take it out? Is there a wire that I can ground or add power to, so as to test?

The P/N switch is on the column and is white plastic. It has teeth and can be rotated to adjust, it sorta straddles the column under the removeable black plastic panel.

Yours isn't showing Park. With the car in park, A/C off, lights off, look at your INT value (if your scantool doesn't show P/N) rotate the switch until INT shows 12. Then go through the rest of the params to make sure your INT matches the param for the programming conditions (P/N, A/C and lights on/off)

The integrator should reflect the parameter you are trying to adjust. If you want to adjust param 12 then int should be 12 and the blm would be the actual value that you want to program.

Hey Mike, Thank You very much for the info.
I was able earlier today before I saw your note to find the switch and test it with some help from a guy on turbobuick. He gave me a copy of the wiring diagram. The diagram showed the color of the wire and how it worked. The color helped me find the switch. Knowing how it worked helped me test it.
I found that the connector going to the Computer is OK. But something is not right in the switch or the wire going to the tranny. Or maybe it is just out of adjustment like you said. I thank you for the adjustment info I will try this.
But the Best thing is that I was able to jumper the connector in the ways I needed so I could program the chip. I now have all the correct readings in the Chip. Now we can go back to the track.

Thanks to you Guys at fullthrottle for sticking with me and getting a root cause.
